Workflow Help: Rig/Animate Straps for a Satchel

I'm just about to skin my model but I decided that I wanted to add a satchel going around the torso. I have the physical satchel modeled but as for the strap that's whats putting me off. I want the strap the mimic the bodies movement as shes moving and make it possible to take the strap/Satchel off. The strap it self I plan on only shuffling around slightly for a fight scene but at one point the strap and satchel gets thrown away.

I skimed through and it seems like to be a winner, I've never done this manner of rig/animating before so I'm a bit confused on the workflow along with what techniques I should use. The strap is just rope so thats not too hard to make but the workflow is what concerns me. 

Do I:
1. Skin Character
2. Rig/Skin Strap {Make a controller for the strap on the front where it's going to be thrown from}
3. Animate

I also wanted to see if it was optional to animate the character fully up to a point and then apply the Rig/Skin strap, kind of like how I saw a tutorial on digitaltutors on how one of the tutors made a cape for a werewolf.


This is just off the top of my head, but I don't want to get too far ahead of my self only have to restart from where I am now.
