That looks like something you could fairly easily generate from an image texture using a program like CrazyBump, which has a free trial version. This is a decent tutorial to that purpose: https://www.youtube.com/watch?v=HjnV6zaiVEA
Alternatively, your last option would be to sculpt the surface you want in a 3D modeling program. Some are better than others, but Blender works just fine, and bake the detail onto a normal map.
Thanks for the reply, but my question was more about how can I find some images like this. I mean metal dents. It could be just a photo, of course. Or maybe some alphas for zbrush. Maybe I just don't know how to search it.

If you need less control over the end result, you could potentially make do with nVidia's photoshop plugin: https://developer.nvidia.com/nvidia-texture-tools-adobe-photoshop
I believe gimp has something similar.
