Nice job even on the chime's shadows! I might suggest adding more detail to the right rock in the foreground.

What is the focal point? What did you want to tell us with the piece? How did you want it to feel like?
The highest contrast areas are the top of the front arch and the water fountain. The fountain gets even more visual attention because of the water movement. The eye automatically leads to movement. It doesn't look like you wanted the fountain to be the focal point since it's placed right at the edge of the canvas. If you had placed it in the bottom left, more towards the centre and the front of the picture, it would look much better composition-wise too.

The values are very flat and boring. I strongly suggest you do a 2-3 value thumbnail first before starting to render, and stick to it as much as you can. Right now you used mostly middle values, making nothing stand out much. The things you want to be seen need to be the highest contrast, either in value, saturation or any other contrast. It's also very good to always have a foreground, midground and background in environments. It gives the piece much more depth and believability.

I attached a quick fix where I only moved the fountain, added a dark foreground and changed the values a little.
