Again you have a values problem, which is becoming a theme in your textures.
I'm at work, so i did this in about 30 seconds (literally), but you can see a difference in where the eye is drawn, even with quick value changes.
Don't use what I did as a guide, because I didn't put a lot of work into it, but instead go back and control your values with some planning and intention. It will greatly benefit your work.
Try to provide more differentiation in the strands of fur. Don't be afraid to split fur as well, also if you are interested I would look into tutorials on sculpting fur in general, there are some really good traditional medium sculpting tutorials on sites like coolminiornot.com (miniature work is kind of similar in terms of silhouette and detail).
