The root joint shall not be skinned in a humanoid character, right? (new to rigging)

I have a root joint (above the two hip joints) which translates/rotates all of the character cos its the parent of all the other bones. Thing is, I am skinning the character now and wondering whether i should skin something to the root or not.

Is it common practice to just leave the root as it is and not skin it?
