Issue with Maya scaling skeleton

Hey, I'm having an issue with Maya 2010 wherein attempting to scale a joint chain causes it to behave oddly and scale incorrectly. First ran across the problem when trying to duplicate special to mirror a leg joint chain. The problem apparently happens when trying to scale in X period. Long story short is that rather than flipping the chain horizontally when scaling, it flips vertically on Y instead. I'm new to setting up the skeleton and rig, so I'm unsure if this is just something that happens in this particular case or if there's a fix to it. Any help would be greatly appreciated, hopefully this is just something ridiculously simple to answer.
