Your proportions are looking good, maybe you could lower the bellybutton and the crotch a little bit to get the classical 8 head stuff right.

do you have a green arrow character in mind or do you want to create your own one? I mean do you want to make the classic oliver queen, the newer one from new 52 series or stephen amell from the tv show?
