Currently there is no way to do this natively in TB2. Toolbag 2 was completely re-written, so there are still a few features from TB1 that we do not support, animation being the most obvious example. We do plan on adding animation support, however, it's not in yet unfortunately.
There is a workaround that you can do for now, that is to render your turntable sequence twice, once with the light on and ones with the light off, and then you can load both sequences into Adobe Premiere (or other video editing app), layer them, and keyframe opacity to toggle the light. It's not ideal, but it works.
