Thought I might post this since i've over the years seen this pop up.
Ever had a problem with mirrored bakes in UDK not working as they should? It's Autodesks fault.
It finally appeared in the 2014 3ds max help that there is a known limitation in the FBX exporter such that for a mesh to export tangents and binormals the mesh must first be triangulated.
the mesh must be triangulated before it is exported triangulating via the FBX does nothing. It's pretty easy to tell jsut switch the exporter into ASCII mode and see what's exported.
While clever and it may solve problem on the import end on UDK (can't test that here at work); that won't solve the export limitation in FBX. You can check yourself by exporting a model in FBX ASCII and doing a search for tangent or binormal you'll find that they're not in the file even if you checked off the box.
