Texture workflow for Virtual Texturing

I'm trying to find a good production solution to paint unique diff/norm/spec details/stamps onto an existing environment textured with tiled materials.
Very much like Rage, by id, I'm looking to create a uniquely textured environment using Virtual Texturing.

I've tried 3D Coat, which I own, but it has some limitations and doesn't play nicely with very high res files...

I tried Mari, but couldn't figure the app out well enough to even test painting all 3 channels at once.

Any ideas or suggestions?
