That's a pretty neat concept. I don't think a ward with a monocle has been done before. Also lovely art there, I gotta say.
A point of criticism though, with how raggedy the top hat looks, you'd expect the monocle or "pillar" to show some wear and tear. Right now those look brand spanking new and the hat looks kind of out of place with the rest.
This is doable but the manacle might be too much, When creating sketches think about how it would look ingame. The ward's hat would cover the eye ingame and it probably wouldn't be accepted. If you wanted the hat, you'd have to tilt the hat or make it smaller.
This is a well done concept, but I'm not sure how "Dota2" it is. Seems more league of legends to me at the moment then dota, if that makes sense. The proportions and attitude are a bit "cutesy" for me and not as twisted as the dota universe. There's a touch of weird involved with all this blizzard fantasy jazz.
As far as the potential animation, I see a couple weird things going on. I've animated eyeball + tophat combo, and while it is fun, it's old hat, excuse the pun. On top of that, there has been atleast one "stone pillar + Eyeball combo in the store.
I'm not saying that this concept isn't doable, I'm just saying the ideas have already been sort of saturated.. on top of that the the mustache is kind of a wonky subject in the dota community with ixmike and all.
Just my two cents. Regardless of the "item" your painting skills are beautiful, and I'm instantly a fan. I can't wait to see what you will come up with next

If you want to keep the top hat concept you might also consider scaling it down and positioning it a bit tilted. Won't look all that gentlemen-like then but for that ragged hat I think it might fit quite well.

textures are almost done (bar some last minute tweaks), everything seems to work ok in game - would like to see it done, but i've got to wait a week or so till i get the animations...

What is that about the bone? Even with the 52 budget, I dont see any reason why you couldn't do the longer tail. Also, ROCKETS AND WARTHOGS! :thumbup:
Definately in a 52 budget, you could probably add a bunch of gizmos and crazy bits, the skeleton seems kinda simple atm.

He'd be gyrocopters bomb, so you only get the one bone - which isnt ideal, but worth a shot
The only problem you'll encounter with the hog is the 200 tri limit

The end of the rockets could use something more. Some light glow on the metal around where the rockets flame would be shooting out. Like what you did with the nose.
