Need help modeling hair

Sorry if I posted in wrong forum.
Can someone give me some advice on how to approach modeling this hair? I am supposed to create real-time character that will have hair similar to this one. So, I did create entire character but didn't do the hair, as it seems very comlicated, and I would say near impossible to do for real-time character. What I want to do is to make low-poly hair with alphas but I am not sure how to go about this.

    Since there are clumps and big forms to the hair I think you should sculpt a base then use alphas to help give it some layers, depth and transparency, in specific places that will affect the silhouette.

    I think if you just throw a bunch of alpha cards at it, you'll run into problems, if you just sculpt it's going to look like a helmet.
