Changed around things based on critique from my friends and Arthus.
Added eyelashes (those are a pain)
Shrunk chin
made jaw less angular
enlarged nose and eyes
smoothed neck and shrunk jugular
tried to give her more of an expression
I think this is closer to "feminine" but I still think it could be better....
It would be more simple to practice a neutral pose with all of the necessary views. Your #1 priority right now should be on practicing proportions properly. This means that you should have reference from all view points and don't get too caught up on color/detail.
Just a few things that stick out to me. The neck is too long, and the forms need a bit more polish. By polish I mean that the forms seem a bit to sketchy and loose.
It's better but still ugly. buy a anatomy atlas or mini human model.
And maybe u should try practice with some references.

When you look at a woman's neck, in a lot of photos they are photoshopped to be longer than natural.
And, on average anatomy, a female's neck isn't any longer than a male's neck, the difference is that top of the trapezius muscle that connects your neck to your shoulders is less pronounced on "feminine" women. Specifically, it's angled more horizontally before from shoulder to neck.
So you have two things that are skewing your perception of the real anatomy of it, causing the neck strangeness.
