Wondering if this has been done before.In 3d animation,its common knowledge that hair and clothes are kinda restrictive.Even when simulated,most times they don't act the way we would want even after tweaking a lot of parameters.
Polygonal hair clumps most times are best animated by hand as they tend to reveal the character's skull or become jiggly if simulated.Plaited hair is another story.
With 3d hair and cloth,collision is a big problem.It's hard to achieve some effects like-
-Character touching or pulling hair,pulling hair behind ears or up.
-Character putting on a jacket or dress/squeezing or holding cloth.
-Hair splits into fire or changes to smoke

Combining 2d with 3d might be a solution to achieving these effects.It does not involve heavy or repetitive simulations,results can be directly achieved and controlled.Drawback to this method are the 3d render style has to be less realistic for the blend in to work,or the difference less noticeable,it is more suitable for movies,or cinematics(can't be used in games) and drawing the frames might take considerable time especially with complex camera movements compared to 3d hair/cloth.
