Mesh Parts for character. Nothing too complicated, just need advice

I'm a little unsure of how to proceed with my retopo.
My character is wearing a trench coat and I'm not sure If I should make the upper body and trench coat one object, separate from the pants and boots.
I'm not sure how this kind of stuff goes.

    This kinda of depends on what "game" you are making it for and if there will be any customization of the character. If any of the parts are going to be re-used or swapped out they will probably need to be separate pieces. This doesn't necessarily apply to personal work but it's something to keep in mind.

    Generally tho, I find that making the them one piece yields a better bake and is easier to texture and skin.

    It's a uni project. I think the problem is if I "stitch" the jacket to the pants, then I imagine it would look weird if the character had to make and large movements.
    But if I make them separate I'm not sure how I would rig them separately. Rigging is currently my worst skill. Both in knowledge, and performance.

    "stitch" the top to about the waist then have the bottom part free so it can flap around maybe. it depends on how you want the coat to react/animate/pose
