Polycount is subjective these days. all depends...although i'm sure it could be optimized. My biggest problem with it is that it's very blobby...kind of looks like a giant petrified poo.
it's too solid to be a pile of smaller rocks, but not shaped like one big one.
one big rock - It desperately needs some nice plane changes and sharp angles. Some wear to define what kind of stone it is would be nice, too - if you're willing to do a bit of research.
pile of rocks - obviously...a pile of the above. If they've been piled a long time though they'll begin to fit closer together usually. you could also put a little more thought into the silhouette of the overall pile.
consider how they got to be piled up in the first place.

Definitely looks odd, kind of blobbish, or several blobs melded together. In my experience this is more representative, and to boot has a more distinctive shape:
