The kids was a different game. The Bulger pic was most likely down to sloppiness - some artist needing a shot of CCTV, Google Image search game him/her one. Basically, 4 or 5 years ago an artist at an american games company needed a CCTV image and they one used was from a british murder 10 years previous to that.
