I think your only choice is to upgrade to 2021 and use uniform miter. This was a bug in the 2020 chamfer algorithm -

Imagesynth used the same algorithm you posted (ie Kolmogorov-Boykov graph cut), although with additional optimisations. -

arrangemonk, I've seen that technique used on games before. It works but you need some fancy algorithm to figure it out in the pipeline. -

Yeah i guess it's related to the general raycast baking algorithm. Cutout objects are considered opaque so there is no issues with them.
