If you're going into a game engine, the panels would be best done as alpha-mapped polygons. The low-res topology does not need holes in it, the alpha map does that. Pretty much the same thing for the dragons on top. The dragon head can be simplified, and the scales along its back could be alpha-mapped on a strip.

Very cool stuff, man. I have a small crit, tho - one of the things you have on your site is a high poly helmet "for Dragon Age 2". Did you work on Dragon Age 2? Your resume doesn't SAY you did. Was it for a mod? If so, you should put that in the description of the helmet.
Here is a character i just finished, hes called stoick and hes from how to train your dragon. I still have work to do on him, he needs weapons, an environment and a dragon to face :) hopefully ill have it done by the end of the week. 778tris in total, 256 diffuse and spec map. I've been going through much the same issue with Carpal Tunnel Syndrome in both hands. I used Dragon voice software, the footmouse, plus footpedals to control both the mouse clicks and the activation of Dragon. Obviously not ideal, but it worked well enough to get by. I used Maya though, and the marking menu helped a lot.
