I haven't finished New Vegas yet, after 120+ hrs I feel like I just finished 20% of the game, including extensions. And I have Witcher 3 waiting as well. I hope I can start with Fallout 4 in 2019, but really looking forward to it... I need more time for gaming...
Max allows you to Group UV shells to keep them together during packing. You can turn off Rotation, and re-enable later. It's a bit of a multi step process to do what you're looking for. http://help.autodesk.com/view/3DSMAX/2019/ENU/?guid=GUID-9E98AEAC-F06F-4FAD-9091-DCD30AC9BB26
Or you might want to try out Wings 3D ... or Silo. Wings 3D is a free program, Silo costs $109 but there's a 30-day trial on their site. Do a google search, you should find them easily enough. Download them and look on their various forums for tutorials. Probably more straightforward for modelling than 3dsmax.

If its only basic painting i would go with mudbox. Its still one of the best handpainting tools out there if you need UDIMs. If you try it dont use the 2019 version there are some bad bugs. Until 2019.1 is ready i recommend 2018.2
11/02/2019 Continuing on with the verticality, I expanded the environment outwards and upwards to form structures. I also walled the complex in so that there is a definite end to the area. My making use of new kit elements to add a bit more detail to areas around the level:
Hi! I've been practising with Silo's displacement painting lately and here's a creature I modeled. I'm currently trying to generate a normal map, I'll post screenshots if I can generate a proper one. The low poly mesh has 4019 tri's. The high poly: The low poly: Wireframe: UV layout(resized from 1024x1024): Critique and…
I received a Zelda art-book for Christmas and have been loving Gannon in the new Smash Bros. so he's my first model going into the new year - First project of 2019! Reference sheet: A first taste of the sculpt (Zbrush grabdoc): It would be lovely if you followed along on this one, with any C&C, nerdyness, or support you…
That looks like a great tool, thanks for the link... alas, it appears to be in python and I just have Maya LT. Now that it's 2019... well, for a little bit... does anyone know of a tool like that in Blender? On a quick search it looks like the other app that has it is Softimage, lol.
