Why in the world would you want that? Maybe there's a Maxscript somewhere that will randomly reorder all of your toolbars and interfaces. -

i've successfully used it in 2009 at least. did you assign the functions you're after to hotkeys, the quadmenu or toolbars? -

Bring up your Axis Constraints toolbar and make sure the last button on the right (constraints with snaps) is not active. -
