Liking this angle at the moment. Had an idea to include a subway going by. Who know's, might animate it going by B) . Going to clutter up the scene a bit more. Junk, signs and some areas of vegetation.
It's near to impossible to give you an estimate because a) we don't know how fast you are with modeling / how long you are doing it and b) we have no idea how complex the models are :D
Its 2011. If I wanted levels made from boxes with run and gun singleplayer moving from A to B mowing down hundreds of people with no point, I would load up Quake 4.

I would rather compare it to your option B. Procedural texturing. But perhaps you should try substance, before you call it cheapsteak. It could sound like exactly what you need.
