I think it does answer the question... don't use the Paint Weights tool, instead adjust weights on selected vertices. If the Weight Tool doesn't provide enough control, there are various scripts & plugins around, like Weight Pro.
Its a great piece of kit! changing orientation doesn't seam to do anything. Even changing between horizontal and vertical orientation :( I think it's a groups thing? If I remove all my island groups then it packs normally.
If those are all equal in the 3D space, try with "unfold along V". I don't remember if Maya 2017 exposes that command already or not. If not, you need to open the unfold legacy options and select the option "unfold constraint: vertical".

My whole canvas wasn't visible! I couldn't quite fit 1024 on screen vertically with my docked brushes etc! Silly thing is that my other monitor is 2560x1600 and fit's it easily! Thanks guys! Love polycount!
