I use 2012 x64, limited functions I admit but I have the opportunity to upgrade super cheap. Should I go for it? Anyone have experiences with this new version? -

Either organic or hard surface polygonal subdiv...it's really just a question of user preference, rather than 'out of the box' functionality. -

If you want to exclude vertices from a bone completely, there's also the "exclude/include selected vertices" functionality for that in the skin modifier rollout
