just set the max distance in the mentalray AO shader. its set to 0 by default which means occlusion rays will be cast an infinite distance. if you set it to a value lower than the distance between your floaters and the surface the problem is fixed. Here's some suspicious looking random creature i made today just to test some SSS shader with all kinds of maps. Rendered with mentalray. I used mesh with around 45k polys for the render + normal map. I couldnt bother remeshing to get lighter base mesh.

2013 is pretty old. Why are you using that version? Mentalray Arch & Design material might be the best one to use, not sure. Id say so too, otherwise we'd be seeing Displacement all over the shop. Specter: max supports rendering those maps in mentalray with a plugin written by wayne robson. It was called Psycho Core, Wayne stopped distributing it becuase of the amount of support requests people were sending him (it was free).
I have experienced this problem with all 3dsMax versions from 3dsMax 9 to 2012. And I believe it happens rather randomly. I've been able to bake mentalray AO maps just fine, but other times the lowpoly mesh is not ignored. I had no idea there was a workaround for this, though! That's good to know :)
