Check your UDK installation udk/binaries/actorx/maya/Maya2009_x64 There are all the plugins for the supported programs there. There is a specific folder for maya 2009 64bit, as rapture said some of the links on the UDN site are broken files (had the same thing for maya 2010 64bit version) -
