its all low poly I used the low poly to bake in the hard and soft edges heres the UVS

The height map is correct. It's measuring the difference in height between the lowpoly and the high. It doesn't care if normals are soft or hard.

More NPR (non photo real right?). The textures will be stylized and the model will be rendered probably with a soft toon shader.

That's the soft selection, press b to toggle it on/off. Also holding b and drag with left click resizes the boundary.

You can use soft selection to move the loop and surrounding loops around to get the flow you want.
