Only works on (selected) vertices and faces. Otherwise I wouldn't know why it's greyed out. -

in xnormal on the list for the item there is an option for cage, and to import a cage. it has to match the amount of vertices EXACTLY. -

It looks like you have vertices that aren't welded together, perhaps give that a try and then rebake? -

unwelded vertices? flipped normals? do a quick auto UV, bake and see if it still occurs! -

Your texture map may be upside down. Flip it in the vertical axis see if that does the trick. -

The seams are not visible on the vertical edges because the texture (and the UVs) is tiling, but there is actually a seams on the top edges ;)
