You are correct You manually have to set the light type in 3dsMax. These are all things I have proposed to the 3dsmax viewport team for improvements already.
I think you are looking for an automatic LOD generator. Multi-res in 3dmax , Decimate in Blender, Maya has something too. As well as a few game engines themselves. The Noise on 3DSMAX Bakes can be solved by using a Push with a low value. Ive read about it, but never tried it. I think the best Results in 3DSMAX are : Catmullrom / Hammerslay with 1.0
