When it says '0 overlapping,' I think it's meaning there are 0 UV islands overlapping, but they'll still go into different UV sections.

You'll have to move the UVs for the other UDIMs inside of the 0-1 UV space to bake in Toolbag. UVs outside of 0-1 are ignored.
