Well for #1, you can easily scale up any object without any problem, but obviously unless you mapped it accordingly than the texture will scale, too. Watch out for your pixel ratio.... You might as well just scale it in your 3d package, remap it and reset Xform it before exporting. As for #2... I'm not sure what you mean… -

I think you're going to have to make it a bit more higher poly than that tbh... You have these deep surfaces in your high poly and then you try translating it to the low (which is just a flat plane to where it relates) and it just looks flat and not interesting.
