hello is there any place where someone could teach me how to paint in photoshop? and how much would that cost? i'm not aiming for a very high quality, only something like this then i can practice and make more stuff like this

I like how you say you aren't aiming for high quality and then proceed to post an Ashley Wood concept. I second the suggestion of CTRL+Paint Just draw all the time, carry a little sketchbook with you, fill all those little moments of down time with drawing.
If you aren't "aiming for a very high quality" why bother at all? The commitment it takes to become a good painter is massive, and becoming even a mediocre painter will also take shitloads of time. I clicked onto the concept work too ;') Buy a sketch book, buy a nice pencil an get going. Look into real life drawing classes, draw still life and work up your fundamentals. Just keep at it and you'll get what you put in. *is typing with a paintbrush since well yeah.
