Elements is fine. I was using Elements way back when it didn't allow you to save layers. Good app. Or look at ArtRage2, you will like that. Has layers too.
Elements is fine now (well since 2004). And the ONLY reason why I have CS4 is because I do print work as well. There is a demo of Elements I think. Make sure you can have multiple channels, layer masks, group layers, check the number of allowable layers and see if you can have multiple path layers.

This is the kind of stuff I was worried about. I'm surprised at the lack of feedback here. I guess no one is using Elements? Even the hobbyists? I love PSP7. But it's 100 years old at this point, and I bet missing some nicer modern features.
