The only deformable surface technology I can think of in Unreal 3 only works with the Gears Of War 2 version of the UE3 engine. Unreal Tournament 3 does not support it. Basically I think you're using too old a version of the unreal engine.
The tutorials on that site are mostly about literal cloth sims in Unreal, it gives me a few clues but nothing really specific to metal cloth, thank you though.
And just to clarify a little, we're trying to make dentable/deformable cars work within unreal engine 3. Agiea made a series of demo maps showcasing their PhysX tech within Unreal Engine 3.
