   You can also check out MegPie Pro (single user licence is $250): http://www.thirdwishsoftware.com/magpiepro.html I played a bit with trial version a while ago, and it seemed pretty nice. It can export animations to all major 3D and some 2D packages.

   It depends Your demand, ...maybe VOICE O MATIC - plugin for 3DS MAX 8 for 350$ can be completely enough. Recently I've been playing with it and I can say that it's really EASY TO USE . http://www.di-o-matic.com/products/Plugins/VoiceOMatic/ There's a demo and video tutorial - just try it.

   We used these guys a few years ago at Gamezlab http://www.annosoft.com/ But you'd probably want the SDK version
