Even texel density is usually best when the whole character is going to be shown at once. If you have closeups though you can devote more texture resolution there, for example the upper face/eyewear might need higher resolution for closeups.
And you are aware of that you can pick the texture resolution of every texture / tile (or how you want to call it)? Because if you have more then one texture per object and you want to comply to the power-of-two rule you have to tweak both uv-space and texture resolution to match the texel density.
