Of course, you just use two circles. Extruding in maya needs a path curve (your main circle) and a profile curve (the smaller circle that goes around it). You could also just use a torus primitive :)
one option that's a little different but may accomplish same thing : make circle from polygon primitive select center edge loop modify > convert edge to curve make cylinder, move cylinder to curve, extrude cylinder top face along curve. this is a good little trick to keep in mind anytime you need something to follow along…
