Of course, you just use two circles. Extruding in maya needs a path curve (your main circle) and a profile curve (the smaller circle that goes around it). You could also just use a torus primitive
one option that's a little different but may accomplish same thing :
make circle from polygon primitive
select center edge loop
modify > convert edge to curve
make cylinder, move cylinder to curve, extrude cylinder top face along curve.
this is a good little trick to keep in mind anytime you need something to follow along the topology of another. Bonus tools has curve to tube and curve to ribbon mesh which does same thing with nice controls like twist, taper, etc.
