Most games don't support UDIM though. Arma 3 is unlikely to. Instead you can use a MultiSub-Object material, and material IDs. Just beware, every new material you add decreases realtime performance for your model.
Are you able to export one of the vanilla Arma 3 characters so that you can check out how the materials are applied inside Max? Somehow I doubt they are using more than one sheet.
