Since you're after all small edges, set the lower boundary smaller for sure, like 0.0001. With 0.1 to 0.13 set, it will only select edges within that range and nothing smaller. However, since it wouldn't do 0.12, I'd look in to freezing transforms. I checked just now and Maya seems to obey local transforms on my test cube.…
