Spine has the vertex stuff. You can make fluid UAF style animations with it. -

I used Spriter for the Global Game Jam a couple of years back and got some pretty good results with a minimal amount of messing about. -

Looks like you'd need to get the full $290 version of Spine to get a few of the features that Spriter has at $60 (or $12 if you're quick) -

I was really excite to see Spriter part of the current humble bundle. I alwats wanted to buy it, but I just didn't need it. But after getting it, I'm pretty disappointed with it, and glad I didn't pay full price. It just feels sluggish, and not polished. I think it's mostly to do with the fact that it's cross platform. I haven't actually used them, but I seriously doubt Spine is better than Spriter. As I understand it from reading the blogs, Spine was created because Spriter was stuck in development for a massive amount of time.
