I haven't actually used them, but I seriously doubt Spine is better than Spriter.
As I understand it from reading the blogs, Spine was created because Spriter was stuck in development for a massive amount of time. The Spine dev got sick of waiting for it to get released, and decided to rush out their own derivative.
I read this a while ago though, so the actual details are a bit hazy.
I was really excite to see Spriter part of the current humble bundle. I alwats wanted to buy it, but I just didn't need it. But after getting it, I'm pretty disappointed with it, and glad I didn't pay full price.
It just feels sluggish, and not polished. I think it's mostly to do with the fact that it's cross platform. I used it on a mac, and it just didn't feel right.
