Did some hair tubes and projected the high poly detail onto my retopo. Thought about setting up my initial pieces inside Maya with UVs but then made a custom IMM brush inside ZBrush. UV Master is actually giving good results for the tubes so I'll stick to this:
Thanks sgtscience! Sorry for late reply. The hair is indeed displayed double-sided. It's actually made up of tubes as you can see in the wireframe. with a gradient-like texture:
