The opacity slider is per texture. In the drop down where it says base color at the top of the layer panel, switch that to height (or maybe it's normal?), then change the opacity.
I had that exact problem with a texture exported from substance designer - I fixed it by resaving the texture file with photoshop - no clue what was wrong but that fixed it
