Biggest problem with your post is that it's a massive wall of text, with no images, we're artists here after all! Post some images of the sort of art you're talking about, its hard to answer any of your questions without knowing the complexity/quality of the art required. -

Two weeks is a pretty reasonable lower bound for most vehicles. A 500-triangle spaceship might take a little less. Of course the longer someone has and the more you pay them the better the end result will be.
