Bridge tool I've noticed is a bit buggy, sometimes it works, sometimes it doesn't. Way around this I use is to select all the edges I want to bridge, deselect two edges (opposite edges), bridge the ones which are select, then bridge the two remaining edges.

When in the border subobject level, don't select anything, click the bridge button and click the first edge an the opposite edge - you can pick any two edges to guide the bridging process.
