I have always used the offset filter as well, though I rarely touch Photoshop these days due to Krita. Krita's wrap around mode is perfect for this kind of work, though more on the hand painted side.
You know there is a filter built into photoshop that lets you ofset your image where it will auto tile it so you can paint out seams. Under filter, select other, than offset.
Do you mean the process of making a texture tile, or actually laying out the tiles? You could always select the texture in a document, then go to edit>define pattern. Then right click a layer and go to blending options >patterns you can very quickly and non-destructively add and tile textures on layers.
