Do you mean the process of making a texture tile, or actually laying out the tiles? You could always select the texture in a document, then go to edit>define pattern. Then right click a layer and go to blending options >patterns you can very quickly and non-destructively add and tile textures on layers.

I actually wanted something more simple than that. After a bit of searching I found it
You know there is a filter built into photoshop that lets you ofset your image where it will auto tile it so you can paint out seams. Under filter, select other, than offset.
You could also give Krita's wraparound mode a try. No need to bother with offsetting each layer one by one when you can just press W and paint across the texture edges seamlessly.
I made a little tool for this job a while back, just drag and drop your tile into the window and it tiles for you, you can zoom the page to see it repeat differently.
and in the process I rediscovered Texture Frank. Used by the CGTextures guys. I contacted the author and fixed the download link. Worth a look if you're working with tiled textures. http://wiki.polycount.net/CategoryTools#Tiled_Texture_Tools
