I think this might be concept art for Deus Ex: Human Revolution. If so, you might find some other good references from the game or other concept art. Plus you can always check other artists who have done dxhr related scenes to see how they organise modular pieces/textures.

It looks like purple-blue and yellow pieces are always together, just mirrored, and with and without the 5 sign. You could combine them if you want, doesn't matter too much either way. Plan and block in the ceiling and rails, you don't want to skip assests, and you want to block in the whole scene early on.
