I agree with nathdevlin, if you are familiar with the HR person then address them in a natural manner and maybe even explain that you are more experienced and still as keen as before. Option B, and write a new covering letter whilst explaining.
Actually the second one was how I got an interview at another place (fell through at the start then saw another posting like 3 months later. Sent an email to the HR lady and almost went through to the end though got an offer before) So it does work!
